Biography

Richard Ssempala (PhD candidate, BA Economics, MA Economics, Post Graduate Diploma in Taxation and Revenue Administration )

Richard is a trained economist with a bias in Micro and Macro Economics, Health Economics, Public Finance and Econometrics. He has outstanding competency in critical analysis of economic and other social issues at the micro and macro levels. He possesses proven skills in Micro and Macro Economics, Health financing and costing, Health technology assessment (HTA), Health Impact Assessment, Public Finance, Economic modelling, governance and accountability, Taxation, knowledge management and translation, environmental economics, project planning and management, financial and economic analysis, monitoring and evaluation of projects. Importantly, he possesses expertise in applying both qualitative and quantitative research methods for policy interventions. Further, he has outstanding expertise in economic modelling, project coordination, and writing both technical reports and research articles for journal publication.

He has previously worked as a Coordinator for Financing for Development at OXFAM- Uganda, Knowledge Management Officer (KMO) and Health Economist for the SPEED project ( Makerere University School of Public Health) which was supported by the European Union to advance use of evidence as the country was coming up with a road map to implementation of Universal Health Coverage in Uganda. He was also a Project Coordinator for the Knowledge Management and Evidence Response Unit (KERU) Project-Makerere University School of Public Health, and a Research Associate, Policy Analysis and Governance for Uganda Debt Network (a local NGO in Uganda). Richard as well worked as a Research Officer for the Health Economics and Policy Programme (HEPP) at Makerere University School of Public Health. Richard currently works at the Department of Economic Theory and Analysis as an Assistant Lecturer. With Support from JICA, Richard is pursuing a PhD in Economics at Osaka Metropolitan University, and his research area is on Taxation of unhealthy Commodities as a way of reducing Non-Communicable Diseases (NCDs)and expanding government’s revenue for health and other social services.

He has published extensively in local print and electronic media where he has delivered opinion articles on key economical, health and development issues in Uganda. He has led research projects and contributed to different study and consultancy assignments including costing studies. He has published his scientific work in internationally reputable journals and often contributes to the national and international policy discourse through numerous newspaper articles, blogs, conference presentations, radio and TV appearances where he articulates issues of national importance, such as implications of government budgets on service delivery, Public finance, economic justice, poverty alleviation, inclusiveness and economic policy reforms on health goals among others.
