About CEACM

The Centre of Excellence for Africa Climate-Sensitive Macroeconomic Modelling (CEACM) is an African climate hub established within the School of Economics, under the College of Business and Management Sciences (CoBAMS), Makerere University, Kampala, Uganda. The Centre serves as a regional hub for capacity building, research, and policy advisory focused on integrating climate considerations into macroeconomic modeling frameworks. Its core emphasis is on climate–nature–macro-fiscal integration, alongside strengthening institutional capacity, advancing applied research, and supporting evidence-based policy making. CEACM is a capacity building and knowledge and research arm of the Pan-African Finance Ministers’ Forum on Climate Action (PAFMCA) and works closely with African Ministries of Finance by providing tools, training, and applied research to enhance climate-sensitive macroeconomic modeling and fiscal policy. It also empowers universities across Africa to build capacity, develop tools, and conduct research that supports ministries in designing and implementing climate-sensitive fiscal policies.

Vision

  • To be the leading regional hub of excellence supporting African economies including Ministries of Finance, universities, and research institutions in integrating climate change and natural capital assets into macroeconomic and fiscal modeling frameworks.

Mission

  • Driving evidence, capacity, and innovation to embed climate and natural capital into Africa’s macroeconomic policies.

Objectives

  • Develop capacity for policymakers, researchers, and academic practitioners in macroeconomic modeling of climate change and Natural Capital.
  • Serve as a hub for developing capacity and advanced climate-sensitive macroeconomic models for African economies.
  • Support national governments in Africa in integrating natural capital accounting and climate change into policy and planning frameworks.
  • Support universities in Africa with capacities and frameworks of integrating climate change and natural capital accounting in their academic curriculum.
  • Connecting Africa and partners on climate change macroeconomics and natural capital accounting.
  • Produce regionally anchored analysis that supports the economic case for climate action in Africa by conducting climate sensitive research projects.
  • To provide consultancy and advisory services for building structured macro-climate models that can be customized to the unique needs of different African economies.

Core Activities

  • Capacity Building: Provide short-term training programs, technical support, and mentorships to policymakers, researchers and students in macroeconomics and modelling of climate change and Natural Capital Accounting.
  • Domestic and regional symposiums in macroeconomics of climate change and Natural Capital Accounting.
  • Research and Innovation: Take lead in supporting and conducting research in areas of economics of Climate Change and Natural capital Accounting.
  • Policy Engagement: Offer technical support to African governments and multilateral organizations in Natural Capital Modelling and climate-sensitive policy modelling and analysis.
  • Data and Knowledge Hub: Build natural capital and climate related datasets for Uganda and other African economies to support policy modelling and analysis.
  • Consultancy and Advisory services: Undertake consultancy services in the areas of climate change modelling, financing and natural capital accounting. The Centre also provides bilateral advisory services to PAFMCA member countries.
