Biography

Sebuliba is an Assistant Lecturer in the Department of Policy and Development Economics, School of Economics, Makerere University. He is also an Associate Consultant at ACLAIM Africa Limited. Previously, Sebuliba served at the Economic Policy Research Centre (EPRC), Makerere University, and as a Capstone Researcher with the International Growth Centre (IGC)-Uganda under the African Urban Lab programme.

Sebuliba’s research interests span urban economics, development economics, public finance, labour economics, agricultural economics, gender economics, and public policy. He has contributed to research commissioned by institutions including the Ministry of Finance, Planning and Economic Development, UN Women, the International Labour Organization (ILO), ENABEL-Uganda(The Belgium International Agency), and the Inspectorate of Government.

Sebuliba has authored and co-authored journal articles, book chapters, policy briefs, and opinion pieces on a wide range of economic and development issues. He is a member of the Econometric Society and actively participates in academic conferences, policy dialogues, and professional development initiatives across Africa and beyond.

Finally, Sebuliba holds a Master of Arts in Economics from Makerere University and the Kenya School of Monetary Studies, a Bachelor of Science in Economics, Mathematics with Education from Makerere University, and a Professional Diploma in Urban Development from the African School of Economics, Zanzibar. He has also received advanced training in urban studies, econometrics, and economic modelling through programmes including the UTA-Do African Cities Summer School, the African Summer School in Econometrics, and the StEPPFoS Summer School on Advanced Economic Modelling for Food, Nutrition Security and Sustainable Agriculture in Africa.
